Highway forms the backbones of the US economy. As the highway network has been mostly complete, the main focus of highway agencies has been shifted from new construction into maintenance and management. The Federal Highway issued a highway provision in 2012, MAP-21 – Moving Ahead for Progress in the 21st Century, which requires each state to establish plans for a risk based asset management plan for the National Highway System (NHS) to improve or preserve the condition of the assets and the performance of the system. As part of the team, the University of Tennessee has developed optimized pavement maintenance plans according to the historical pavement performance data. Several statistical approaches were utilized to identify the most significant factors affecting pavement distresses as well as the best practices in selecting pavement preventive maintenance procedures as well as the optimal time of treatments.
